Meet Your Fire Chief

Chief Kelley Moore

I began my firefighting career at Groves Department as a volunteer in 1992. I went to the fire academy and went part time with the Groves Fire Department and full time with the Jefferson County Airport Fire Department in 1994. In 1995 I became a full time firefighter With the Groves Fire Department. While working at the Fire Department I went through the Police Academy and received my Peace officer certification and became part of the Groves Police Department. I continued school and received my arson investigator certificate.  In 2008 I was promoted to Assistant Chief/Fire Marshal. I retired from Groves Fire Department in February 2024. During this time, I served as a reserve in U.S. military. I did a short time in the Coast Guard reserve before transferring to the Air Force reserve where I completed four tours in Southwest Asia. I retired from the military in September 2024 after 22 years. I became a Volunteer with the Orange County ESD#4 Fire Department in 2022. I short time after I was promoted to Captain and eventually Chief. I became the Full time Chief in June of 2024 when we became a combination Fire Department. I also became a Deputy Constable with Orange County Precinct#2. I am married to Sara Moore and have two children, Gage and Jade Moore and three stepchildren, Nate, Abby and Jace Gore. I am proud to work with a great group of firefighters, Board Members and Constable. This is a great community and I can’t wait to see it grow in the future.
